Description
As of now IDE does have support for StarTeam as from main menu and as a StarTeam popup submenu in Project Manager.

Can we add ToolBar dedicated for StarTeam and make it available WHEN StarTeam is installed.

ToolBar might have common operations such as "ADD", "CHECK-OUT", "CHECK-IN", "DIFF" and also indication if file is locked, checked out, not in ST by enabling/disabling appropriate action.

In general it is just simple duplicate of StarTeam menu items from main menu...
