Description
If another user adds a file to a project and you update your project, the change will not be seen.
Steps to Reproduce:
Create a Delphi Win32 project
Starteam| Place the project
Close All
Starteam|Pull Project to new directory
Add file to project
Save All
Starteam| Commit Project
Close All
Open First Project
Starteam|  Update Project

Notice that you still have one file and not two in your project.
