Description
In last versions of Windows we can use
- icons with size up to 48x48.
- bitmaps/icons with colors up to high color

It is allowed by spec
Delphi allow to open such files in IDE to put in Glyphs and Icon resources, so IE should allow to manipulate with this kind of files/resources.
