Description
When editing reports in JED, QC that have already have a workaround the same workaround gets duplicated when the edited report is saved.
Steps to Reproduce:
1. Start JED, QC
2. Find a report that has one unprocessed workaround
3. Edit the report and make a change
4. Save the changes

exp: Report is saved and only 1 workaround is unprocessed
act: Report is saved and there are now 2 unprocessed workarounds
