Description
The toolbutton for LockControls doesn't show after restarting the IDE.

SYSOP:

This is not limited to LockControls. It also occurs with the Tab Order button
Steps to Reproduce:
Drag the toolbutton for  Lock Controls to a toolbar. Switch to a form and test the button.

Turn off Delphi and restart it. Load a form. The toolbutton doesn't show. Drop down the Edit menu: The toolbutton shows.
Workarounds
Dropping down the Edit menu shows the toolbutton for Lock Controls again.
