Description
When compiling a Delphi project using MSBuild /v:q, the quiet option is not passed on to DCC32. This has caused our build times to double compared with Delphi 2006.
Steps to Reproduce:
1. Create a new Delphi project.
2. Run MSBuild /v:q MyProject.dproj
3. Check the command line passed to DCC32 and see that -Q is not passed.
Workarounds
Set the DCC_Quiet environment variable to true.
