Description
The Tomcat libraries are only available for selection if a Web Module has been created first.

Thus, when one opens an existing project with a Web Module one cannot build it unless one has already created a Web Module in another project.

Steps to Reproduce:
Install JBX and then open an existing JB9 Project
containing a Web Module *before* creating a Web Module for the first time in JBX.

Try to build. The build will fail because servlet.jar is not in the classpath.

Workarounds
Create a Web Module in another project.
The Tomcat libs are created in the "User" area and can then be added to the existing project.
