Description
Some (valid) coding constructs confuse the IDE, making it add unnecessary "end" keywords when you hit ENTER.
Steps to Reproduce:
1) Load the attached project into the IDE.
2) Move the insertion point to line 38 (a blank line).
3) Hit ENTER.

exp: a blank line is added
act: a line with "end;" is added
