Description
Pasting controls on TNotebook doesn't always put pasted controls on selected page.
Steps to Reproduce:
1. Open attached project - selected notebook page will be "Third"
2. Select and Copy GroupBox1
3. Change notebook page to Second (PageIndex 1)
4. Paste controls
5. Controls will be pasted on "First" page instead of "Second"
