I can not reproduce your issue.
What version of VS do you us, for example Visual Studio 2010 Shell?
And, have you already installed any 3rd-party plugin?

I am having this issue as well. I am running Win 7 Pro with Delphi XE installed. I can't get Prism to do anything. New user, first time install. How do I register it with my account if I can't even run it?

I've just upgraded to Visual Studio 2010 SP1.
It didn't help.

I had this problem as well using Delphi Prism XE and VS 2010.
I resolved it through emailing with Tech Support.
I just copied the information in my registry from the HKEY_CURRENT_USER\Software\RemObjects\Oxygene branch to the HKEY_LOCAL_MACHINE\Software\Remobject\Oxygene one.
After making this change, the Prism registration dialog appeared as it should. I registered it and can now successfully using the product. It ended up being a Licensing / Activation issue in my case. Hopefully this helps others.
