Did you save(overwrite) the layout as 'Debug Layout' via Combox and ToolButtons in right side of Main menu?

and, I changed [Area] field to 'IDE\Save Desktop'.

Should i do this for every single ui action in debug mode? This was not so in D7.

You can save/manage any desktop layout with your own name, and you can also assign any desktop layout as default layout for debug session via combbox and toolbuttons of [Desktop] toolbar.
