This issue is similar to QC#100342(Internal#288343).

When open a existing delphi project, and want to compile and debug in 64-Bit, IDE open CPU debug windows, and cant debug it on source code !!!

But if i make a new VCL project with same name then copy .dproj file into my project the 64-Bit debugger work good.

Even if i create new project and then delete .dproj file XE2 cant debug it normaly, and open for me CPU window.
Steps to Reproduce:
1) Make new VCL project,
2) save unit and project files, then build it.
3) Close project.
3) Delete .dproj file side of your project file.
4) Reopen project via .dpr file
5) Add Windows 64-Bit Platform
6) Press F8 for debugging.


Or you can open a old project (XE project or D2007 or ...) and try to debug it in 64-Bit mode.

I can not reproduce your issue in my environment.
Even if I removed Project1.res and reopened the project, then added 64bit platform, pressed F8 key,
debugger stoppted at Line#9 of Project1.dpr without showing CPU window.
In the case, Project1.res file was re-generated correctly.


Have you already installed any 3rd-party plugin?

Sorry, I'm confused,

You must be remove .dproj (no .dpr) Instead of .RES.

Sorry again for this mistake.

If you remove .dproj file This will happen.

I test it many many times.

I dont install any 3rd-party plugin.

ok, so could you please update [Description], [Steps] fields according to your comment by using Windows Native QC Client?
The standalone client comes with Delphi.
