Description
When assigned a value that contains accents (?, ? ? for the Text property of any component,  is lost and the compiler replaces it with strange characters.

Windows 7 Portugu?-BR 32 bits and Windows 7 Portugu?-BR 64 bits
Steps to Reproduce:
1) Create Windows Form Application
2) Add Label Control
3) In Text Property assign a value "N?ero"
4) Run application

What OS and system locale do you use, for example Windows 7 32bit, Japanese?
