Description
Pressing Ctrl + F2 does not fire the shortcut for resetting an application while running with Debugging.
Steps to Reproduce:
Create a new FireMonkey or VCL application  
Run with Debugging,
Press Ctrl + F2
The program will not reset.
Go to the Run menu in the IDE, choose the option from the menu and it does reset.

Please activate IDE before pressing Ctrl + F2.
