As you know, Quality Central is not technical support service. It is just reporting area.
If you need more intensive support and official reply from Embarcadero, I advise you to contact technical support or Sales rep of Embarcadero. Sorry for the inconvenience.

In that case, I suggest either renaming QC to "Dear Abbey", or else taking it down.  It currently serves only to demonstrate that Embarcadero products are full of unresolved bugs and the developers don't care.  If that's true, then it's useful information for those of us planning to purchase the product (specifically: it informs us that we should change our plans) but if it's not true then it's doing the company a disservice.
