Description

Documentation describe "New Edit Window" as
"View > New Edit Window
Brings up a new Code Editor window as a separate window. The previous Code Editor window remains open."
But doesn't produce separate window as described. The issue remains
- if the file is saved or a new file
- if the window docked or not
- if the window is in the mode of code-editor or form designer
I can easily reproduce the same behavior on Delphi XE2 UP3/4, Delphi XE UP1, Delphi 2010 UP5.

Steps to Reproduce:

1. Start Delphi with default layout
2. Create new VCL Forms App
3. Select Unit1 in the Code Editor
4. Choose View | New Edit Window
exp: second instance of unit1.pas is shown in new edit window
act: nothing happens
