Description
The Language Designer in TLang can only store and display 16+1 translations. Exceeding translations are lost on reopen the designer and are not stored in the form file.

This is a regression from XE2

There are so many bugs in the translations area so I have to ask you if you have checked anything before the release of XE3!?
Steps to Reproduce:
1. Add four more TLabels to the MultiLanguage project in Samples.
2. Open the Language Designer and add four new translations for German (de).
3. Close the designer and reopen.
4. One of the translations is lost (the translations of the first two labels and the last one are kept).
5. If you add more labels or other controls all translations of those will be lost.
