Description
I am using HTML5 Builder in Standard User Account under Windows 8 x64.

The HTML5 Builder was installed in C:\Program Files (x86)\Embarcadero\HTML5 Builder\5.0

I may start H5B as usual in standard user account.  However, the Apache httpd service is not started and make the IDE not function properly.

After some trial and error, I found out that the httpd service attempt to write it's process id info in "C:\Program Files (x86)\Embarcadero\HTML5 Builder\5.0\apache\logs\httpd.pid"

Apparently, the standard user account has no access right to access the folder "C:\Program Files (x86)\Embarcadero\HTML5 Builder\5.0\apache\logs"

This should be the reason httpd service is not started in standard user account.
Steps to Reproduce:
None
Workarounds
Change the access right of folder

"C:\Program Files (x86)\Embarcadero\HTML5 Builder\5.0\apache\logs"

to allow standard user account access.
