[Regression in XE3]  TDump.exe shows strange output

I suspect this is a bug in TDump of XE3.
The problem doesn't happen in XE2.
Steps to Reproduce:
Execute the following in command line:

c:\> "C:\Program Files (x86)\Embarcadero\RAD Studio\10.0\bin\TDUMP.EXE" -em.bpl -q < "C:\Program Files (x86)\Embarcadero\RAD Studio\10.0\bin\vcl170.bpl"

It shows some output but stop at this point:

This problem happen in XE4 too.
