See screenshots. License appears to me to be reasonable.

When trying to start as-service, error message is 1/2 nonsense.
When trying to start as-application, error message is a little better, points to interbase.log. Unfortunately that contains nothing of use.

Suggest adding link to docwiki page in the interbase.log, if not in the error dialog itself.
Steps to Reproduce:
Windows 8 64-bit
Install Interbase XE3 as part of RadStudio.
Try to start it.

After it fails, get "slip" file, import license, try again to start it. (No change - server still fails to start.)
