Description

Since Update 2 you can no longer use the StarTeam integrated client to create New Filters for views (File/Change Request/Topic).

Steps to Reproduce:

Open a project already placed in starteam
Click Starteam | View Client
Right click on a file in the embedded client and select Filters | Filter...
//exp: Filer... to be enabled and bring up a dialog
//act: Filter is currently disabled.

NOTE FROM QA: It would be nice if there were a way to get to the filter options through the main menu as well. Just having it under the context menu of the files is not reasonable. In the regular client it is listed under the File menu, but we don't have this. I hate to suggest yet another menu item on the main Starteam Menu, but maybe this is something we want to look at. Please consult with Allen Baur, Dave Wilhelm, and Steve Trefethan for ideas.
