When modifying the database properties, IBConsole uses SERVER login username/password instead of database login username/password.
Steps to Reproduce:
1/ LOGIN to server as SYSDBA

2/ CREATE EUA DATABASE bahalf of non-SYSDBA user.

3/ LOGIN to databse

4/ modify database poperty, then clock ok.
--> error dialog popup:
"Your user name and password are not defined. Ask your database administrator to set up an InterBase login"
