Description
I cannot update "Change my contact preferences"  
I cannot seem to start receiving email notifications and EDN news. I am only receiving forum, community and Quality Portal notifications, but not any marketing emails.

Steps to Reproduce:
Login to:

https://members.embarcadero.com/

go to "Change my contact preferences"

Contact Status: Enable Contact

Checked Email
Checked EDN News

Click Update, wait few weeks no email received.

I am repeating this process since August.
