Solution / Workaround Below!
Steps to Reproduce:
All you need is too much at the front of your path system variable
Workarounds
This is a Path problem.  If XE4 is too far along the file path it will crash.

Fixed this by adding short system variables in my Environment Variables & then substituting them in my Path variable

eg.

XE4    C:\Program Files (x86)\Embarcadero\RAD Studio\11.0

PUBXE4    C:\Users\Public\Documents\RAD Studio\11.0

So we get something like

%XE8%\bin;%PUBXE8%\Bpl;%XE8%\bin64;%PUBXE8%\Bpl\Win64;%XE4%\bin;%PUBXE4%\Bpl;%XE4%\bin64;%PUBXE4%\Bpl\Win64;.........

For the path variable.  When it runs, the system expands the variables and you can fit a lot more into your path statement.
