Description
Controls anchored right and/or bottom on a TPanel with adjusted bevels (no bevel, single 1 pixel wide border, not Ctl3D) will move 2 pixels left and/or up every time the form is opened.

Report http://qc.embarcadero.com/wc/qcmain.aspx?d=106320 appears to be the same but says solved in XE6. Maybe it was only a partial fix.

Help!
Steps to Reproduce:
- Create a form
- Add a TPanel:
  - Ctl3d False
  - no bevels
  - BorderStyle = bsSingle
  - BorderWidth = 1

- Add a label to the middle of the TPanel
  - Anchor [akTop, akRight]

- Note the Left property of the TLabel
- Save the form
- Open it again
  (the Label has moved 2 pixels left)
- Save and re-open multiple times to watch the Label creep to the left.
