Steps to Reproduce:
install starteam on server (other than development machine)
install delphi 2005 on development machine
setup delphi and starteam to use examples in starteam
setup new server on port 49202 for real work
start project on new server
shut down server on 49201
use starteam from delphi menu and it keeps trying to access samples on 49201
and will not allow access to 49202.
Workarounds
use client from out side of d2005
