Description
The message "Defect does not have an attachment." is encountered from time to time when scrolling down the Report List.

This message is not consistant and only apears when the Attachments tab is selected.

If anything, it should probably read "Report does not have an attachment." but the fact that it comes up only sometimes is strange.
Steps to Reproduce:
1. Start a New Query.
2. Select JBuilder.
3. Select the Attachments tab.
4. Scroll down the Report List.

Sometimes the message comes up, and sometimes it doesn't.  The Project probably isn't important, but JBuilder has a few attachments, this might have something to do with it.

You should never scroll with the attachments tab active.  When it is active and there is an attachment than there is a call to the web service to get the file list.  If it is not active the call is not made.

I'll look at the error, but from a performance standpoint you should not scroll with the attachments tab active.
