Description
The webclient is encoding special chars in Long Description and Steps fields and not decoding them when stored in the database.

It appears that the some web browsers are causing these characters to be encoded when editing a report.
Steps to Reproduce:
1. Run a windows QC client
2. Open report 22983
3. Look at the description and steps fields. The > are the html entity equivalent >
