size of a winform is different in design mode and during runtime. Simply running the application does suffice to make this problem "appear".
Steps to Reproduce:
1. create new C# Winforms application
2. put button on form
3. do set FormBorderStyle to "Sizable"
4. run the app

-- notice that the size changes

I am working on a multi-desktop environment, maybe that plays also a role on that.

See for "proof".
set FormBorderStyle to something with the substring "Fixed" as that will prevent any change of size

I've noticed this too. A minor bug.
