Description
I tried to download several items from CodeCentral this morning.  Every time, I received the message "Internet Explorer cannot download Download.aspx from codecentral.borland.com."

This is a bug in CodeCentral.  The server is returning a HTTP/206 "Partial content" response to a non-ranged request.  This violates RFC2616, which states:

10.2.7 206 Partial Content

The server has fulfilled the partial GET request for the resource. The request MUST have included a Range header field (section 14.35) indicating the desired range,

If you use Fiddler (www.fiddlertool.com) to change the response status from 206 to 200, the file is successfully delivered.

In addition to the problem reported by Eric Lawrence (Thanks Eric!), the incorrect partial range also appears to report 1 byte too many. (0-9380/9380 is 9381 of 9380!)  

In the event of a real partial reply, you might want to check that they don't also suffer from this +1 sydrome.
