The tool palette is very useful when in the visual editor (as a component palette), but when switching to the code editor it shows "New Delphi Projects" which are infrequently used.  This wastes a lot of screen real-estate.

It should display something that is relevant to code editing (and not to visual editing).

My suggestion, display the Live Templates there.

Other possibilities:
- Refactor Commands (i.e. not refactor results)
- Bookmark list
