When marking a report as a duplicate, if that report is already in RAID, then the action should fail. IMO, either the other report should be marked as duplicate of the open one, or if this is not possible then the two reports should be linked to the same RAID report.
Steps to Reproduce:
1. Open report 22163 and 35757 (note they are both open and already linked to the same RAID report.)
2. Mark one as duplicate of the other.
