Description
Disabled auto drag docking allows unwanted tab undocking in  when Ctrl key NOT pressed

This unwanted behavior, because of some cases - simple switching between tabs stimulate undocking....
Steps to Reproduce:
act:

1. Uncheck Auto Docking

2. Drag docked window by tab

3. Undocking occurs (see screenshot)

exp:

Auto Drag - disabled by step 1 (but allowed when Ctrl key pressed).

All docking and undocking operation must be disabled when Ctrl key NOT pressed (by default in this case).
