Description
Will be useful especialy for personal report list to see if ANY changes happened to a report, such as a new comment added, steps, work around, attachments, resolution, state...
Will allow track report state changes better and visually without going via all reports.

in a case if it "my report" it is important for me to track not only changes in report itself but also comments made by user, because no report changes appear at this point.
column called Last Modified? this is only for report itself and as you mention doesn't affect by comments or other modifications in tabs.
If you allow me, I would like to reopen this as a future request. Will be nice to have a addition column for this and it is really no problem to add it as I can see.
Apparently track for Resolution list will help
