Description
I have 9 packages and 4 exe files in a project group.
When I run a build all I get
[Pascal Fatal Error] TimeSeriesChart.pas(17): E2213 Bad packaged unit format: c:\ne-wio\bin\Utils.dcp.Utils.Math
The help states: When the compiler attempted to load the specified unit from the package, it was found to be corrupt. This problem could be caused by an abnormal termination of the compiler when writing the package file (for example, a power loss). The first recommended action is to delete the offending DCP file and recompile the package.
I try to delete the offending DCP file. This help the first time I run build all. If I do it again I get the same error.
I have no idea what the problem is.

Workarounds
If I change the order of the exe project the error goes away.
