Description
This is a problem with Delphi 2007.
Steps to Reproduce:
Menu | Component | Import component | Import a Type Library | Select Microsoft Speech Object Library [note : that is SAPI 5.1. downloaded from the MS website]

Check "Generate component wrappers"

Select a pallette page (e.g. System) and Create unit.
