Description
When reopening an ActiveX Server project, the menu items for registering/unregistering stay disabled.
Steps to Reproduce:
sysop: instead of creating a new ActiveX project you may also use an existing one, e.g. from RAID 235043

1) File->New->Other->ActiveX Library
2) File->New->Other->ActiveForm
3) File->Save All
4) Run->Register ActiveX
5) File->Close All
6) Re-open project

exp: the menu items "Register/Unregister ActiveX Server" in the Run menu should be enabled
act: both menu items are disabled
Workarounds
Selecting View, Type Library will enable the menu items!

I've modified the steps and added a workaround - simply open the TLB and the menu items are back to enabled.
Because of the workaround I also lowered type/severity.

This should get opened shortly by Craig Farrell.
