Change comments in ToolsAPI.pas from (! style to /// XML style so that the comments in the system can be used by the XML help insight system.
Steps to Reproduce:
Change all {! style comments in ToolsAPI.pas to /// style XML comments and rebuild help so that next release, CodeInsight's help system can show the help comments.
