Description
TSpeedButton.MouseUp with Flat=True does not repaint the control when the mouse is released on another control but was pressed over the SpeedButton. As a result the highlight border is visible until the SpeedButton receives a MouseEnter event.
Steps to Reproduce:
Create a new application
Add a TSpeedButton and set Flat to True

Start the program.
Press the left mouse on the SpeedButton.
Move with the pressed mouse button out of the control and release it.

// Act: TSpeedButton does not repaint and the highlight border is visible.
