Description
FindDragTarget() returns a wrong TGraphicControl when one of the parents has a scrolled client area.
Steps to Reproduce:
1. Create a new application
2. Add a TSpeedButton
3. Add a Panel at the right bottom edge of the form
4. Shrink the form until the scroll bars are visible

5. Start the application and scroll the form's content.
6. Try to press the speed button
