When ruby source includes a shebang line (#!/usr/bin/env ruby), the line is included with the comment for the following class for both code folding in the editor and the dynamically generated documentation in the Ruby Documentation view.

Steps to Reproduce:
Enter the following source into ruby editor. The "+" symbol for code folding appears next to the shebang. Selecting the Ruby Documentation view  and then selecting the Test class will show help documentation that includes the shebang.

#!/usr/bin/env ruby

# This class does some stuff!
class Test
