Description
If the number of VCL tools listed in Palette is more than can be displayed, the list goes off the screen and does not scroll.  This function worked properly in Delphi 6.

I find that it works correctly for me in Delphi 7.  I use the same build as yourself so have no idea why it would not work.

Then you must be the only one it works for.  Look at report 2774.
