Cannot debug design time packages while NTL Netguard running

Whilst NTL Netguard is running, it is impossible to debug design time packages.  You get external exception C0000008, and AV at address 215419e1 in module 'delphicoreide120.bpl' etc.

Also had the same problem in Delphi 2007 as well as Delphi 2009.
Steps to Reproduce:
1) Create a package.
2) Change Run/parameters/Host Application to point to Delphi, eg. "C:\Program Files\CodeGear\RAD Studio\6.0\bin\bds.exe"
3) Click Run

Disable NTL Netguard whilst debugging design time packages.

Same error occurs when using the updated PCGuard from Virgin Media (formerly NTL).

Exception C0000008 also sometimes happens randomly at other points while PCGuard is running, eg. selecting a font with TFontDialog often causes one.
