Description
My breakpoints placed in VCL code do not stop.  Still all project options are set correctly (paths etc...)

Besides setting 'Use Debug DCUIL's' to ON,  in the Project Manager References local option for each VCL assembly should be set ON to 'Link in Delphi Units'(the equivalent of turning OFF use packages in previous Delphi's).

Have the same problem when project's path included non english characters (Russian).

Could you please submit a new report on that? A report that has steps and/or an attachment
that demonstrate the problem.
