C#Builder Periodically Trashes ASP.NET Installation

When launching an ASP.NET application with C#Builder, Internet Explorer will launch and will hang.  The browser screen will be blank and the browser progress bar shows partial progress.  The only way to get out of the situation is to close the browser and kill the C#Builder process.  Subsequent launches of the ASP.NET Application behave in the same manner.
Steps to Reproduce:
This problem doesn't reproduce on demand.  It
occurs on a periodic basis while developing an
ASP.NET application.  More recently, I've been
developing controls.  The worse problems I
encountered were during building of a Composite
Custom Control, when it was locking up on about
every 5 executions.  The 5 is simply an
approximation because I was trying to observe
the exact actions that would cause this and
still couldn't pinpoint the problem.  For example,
I spent the whole day yesterday building a
rendered custom control, but it didn't lock up
all day.  However, I started up the IDE this
morning and the application locked up on the
first run.
Open a console window and type:

aspnet_regiis -i

This restores the ASP.NET installation, that
C#Builder trashed.  The way I discovered this
was by trying to open the ASP.NET application
on my machine directly from IE and discovering
that my ASP.NET applications did not work.

This problem is so bad that I have to keep a
console window open all the time just to restore
ASP.NET when C#Builder trashes the installation.
