CVS client not found

[QC Description]
When trying to use cvs functionality, Jbuilder complains that CVS is not installed/not in path. CVS is installed and cvs binary is in $PATH.

Steps to Reproduce:
Start Jbuilder 10.0.204.0 from either KDE GUI or From command line. It just does'nt find cvs.
Workarounds
None that I can think of. Tried setting PATH,CLASSPATH,copying cvs binary to various locations. No go.

Oh yeah, I'm using Fedora Core 1 as my linux distro.

Same problem using Mandrake 9.2
