Some icons for cached packages may be missing in the Component Toolbar when the palette cache is not fully populated.

Steps to Reproduce:

Delete these registry keys:

HKEY_CURRENT_USER\Software\CodeGear\BDS\7.0\Package Cache
HKEY_CURRENT_USER\Software\CodeGear\BDS\7.0\Palette\Cache

Start the IDE.
View | Toolbars check "Component"
Exit and restart the IDE
With no project open click the Win31 tab.
//Exp: Icons shown properly
//Act: Default icon shown

Icons for all cached packages have this problem.
