Description
If in the structure view corresponding to a form you want to change the parent of a control by dragging it onto its new parent, if you try to drag it up or down, the list is not scrolled.
Steps to Reproduce:
1- Create a VCL with 2 TPanels (Panel1 and Panel2).
2- In each TPanel, add say 20 buttons in each.
3- Make sure that the structure view is displayed and that its height is such that not all the controls fit in the view when fully expanded.
4- Select the very last item (Button40 of Panel2 or something like that).
5- Drag it up so that you are trying to make it child of Panel1 (i.e., you want to drop it on Panel1).
You cannot. Whe the drag'n drop cursor moves above the control list, an expecte behaviour is that the list is scrolled down, eventually making Panel1 visible on which you can now drop your control.
Observed behaviour: no scrolling so it you down have a 10 meters high screen to display all your items, the drag'n dropping is of very limited benefit.
See the screen capture (sorry, the drag'n drop cursor does not appear on screen capture but I circled the shadow of the dragged item, showing it's dragged above the list but the list is not scrolled).
