When posting a message to the newsgroups/forums using a newsclient
(NNTP) the provided date-header is ignored. This has a side-effect that all
posts appears to be posted from the PST timezone (GMT -0800).

IMO it would be better to respect the Date-header (more specific the
combination with the specified time-zone)  assuming that the date/time as
posted by the newsclient isn't to far off of the actual server date/time.

Possible problems here are spammers who attempt to keep thier post on the
top of the list by providing a date in the near future and developers testing
some date/time related stuff and forget to put their computer date/time
back to reality.

The suggestion here is when a post contains a date-header which is within
lets say 15 minutes of the actual time to respect this (and the post's time-
zone), for posts (date-headers) outside that range, fallback to the server
date/time (and time-zone).
