Description

When I'm in the forms designer and want to drag around items in the structure pane I can't drag items outside the visible area becasue the pane doesn't automatically scroll.

Most users would be used from other programs that the view scrools if you drag items to it's borders. This one doesn't and this is annoying.

Steps to Reproduce:

1. open any VCL project which has some components on a form (the more the better), the
structure view shall have vertical scrollbars.

2. pik some item from the structure pane and drag it around with the mouse. Try to drag it
so some area of the pane which is currently out of sight.

3. find out that you can't as the pane doesn't scroll.
